Temporary Lodging

Whether visiting Naval Submarine Base New London for a short stay, or arranging a permanent change of station move, most newcomers need a temporary place to stay. Since the base is located in the heart of New England’s most popular tourist area, local hotels and motels are often booked early and are very expensive. A cost-effective alternative is staying temporarily either off-base at the Navy Exchange-operated Navy Lodge, on-base in Navy Gateway Inns & Suites, or at the on-base Groton Chalet Hotel.

The attractive, modern Navy Lodge - constructed in 2004 - provides temporary quarters for military personnel and their dependents, reservists, Department of Defense employees, and retired military personnel.
With 72 units, each apartment includes air conditioning, kitchenette, private bath, and family accommodations. Rooms come equipped with two double beds or one queen-sized bed and will accommodate a family up to four plus one child of crib age. Breakfast to Go is available daily. Amenities include a clock/radio, DSL computer connection, hair dryer, dresser/desk, vanity, telephone, cable television, and dining table. The kitchenettes include microwave, stove, refrigerator, sink, cookware, silverware and dinnerware. Room rates, as of Jan. 2008, are $74.50 per night for a regular room and $88.00 for a suite.
Reservations are accepted for all eligible personnel on an as-received basis. Once a reservation is made, it is firm and you cannot be bumped. Military personnel being assigned to the New London Submarine Base on Permanent Change of Station (PCS) orders - or on Temporary Duty - can make reservations at any time. Other eligible personnel can made reservations either 60 days or 30 days in advance of arrival, depending on status. Early reservations are recommended.
Location - The Navy Lodge is located approximately one mile from the base. From I-95 north or south, take exit 86. Turn right at the light onto CT-12. Travel 1/2 mile down CT-12 and turn left on Pleasant Valley Road (Shell Gas Station on the left). Take a right on Highland Avenue, then a right onto Proteus Avenue. Navy Lodge is on the right.

On-base rooms are reserved through the NGIS Front Desk. They consist of 80 single rooms, and 2 VIP Suites all housed in the same building and 150 rooms in the Groton Chalet. Since officers attending the Submarine Naval School are also billeted in Navy Gateway Inns & Suites, newcomers are encouraged to make reservations through the Front Desk as soon as orders are received.
All rooms include cable TV, 35” flat screen TV, Keurig coffee pots, microwave, refrigerator, local phone calls, and coffee in the lobby each morning. No smoking in any rooms. Call anytime, (860) 694-3416. Space A travel arrangements can be made 30 days in advance. As of 2010, room rates are $56 per night. VIP suites are $76 per night. They include 42” TV, dining area, kitchenette and living room. Basic housekeeping service (clean, dust, replace towels and linens) is available seven days a week.
Groton Chalet is a privately-owned hotel located on-base. Room rates as of August 2010 was $84.41 per night.
A certificate of non-availability will only be issued when NGI&S, Groton Chalet and Navy Lodge are full.

On-base bachelor housing is available to permanent party personnel, E-4 and below. Eligible Sailors are encouraged to call and reserve on-base housing anytime after orders are received. There are 520 rooms available in buildings throughout the installation. Each unit consists of two bedrooms with a shared entry-way, bathroom and kitchenette. A combination TV/DVD player is available in each room along with a bed, desk and chair, and closet/storage space. A microwave and refrigerator is in every kitchen area. All housing units and buildings are smoke free! Designated smoking areas are available along the outside perimeter of each building.
Permanent Party Officers - There are no single permanent party officer quarters available on base. Single officers are encouraged to contact the Base Housing Office at (860) 694-3851 or toll-free at (877) 843-5236 to find an affordable quality rental property or home in the local community.
Geographical Bachelors - All geographical bachelors must apply for a room. Selection will be determined by a geographical bachelor review board, which generally takes 7-10 days.
Student Quarters - The Naval Submarine School blocks rooms for students attending officer and enlisted courses at Naval Submarine Base New London. The base provides the school 725 rooms in three buildings for students E-6 and below. Each two-person room includes microwave and refrigerator. Student officers are billeted in Navy Gateway Inns & Suites or the Groton Chalet.

One of the biggest decisions for newcomers moving to a new base is finding a nice affordable home in a great neighborhood with wonderful amenities and good schools for their children.
One of your first calls, after you receive PCS orders, should be to the SUBASE Family Housing Welcome Center! Its sole mission is to help you find an affordable home, whether it is in the private sector or one of our newly constructed or renovated privatized housing units.
Public Private Venture (PPV) Housing – All former Navy housing areas have been privatized since 2004. A private developer, Balfour Beatty Communities, now provides our military families outstanding quality homes with rental costs that fall within the service members Basic Allowance for Housing (BAH).
Balfour Beatty Communities is also responsible for managing the homes. They provide 24 hour maintenance services and facilities which include playgrounds and basketball courts, along with three community centers, two of which have pools and one with a water spray park.
The PPV housing communities include single family homes, duplexes and townhouses with numerous amenities including carports/garages, dishwashers and garbage disposals, private patios or deck areas and lawn care provided by Balfour Beatty Communities.

Most of these PPV housing areas are located off base in the local community within two miles of SUBASE.
Families interested in living in a military housing community are encouraged to apply early since there may be a waiting list, depending on the number of bedrooms required. Your BAH will cover all costs for rent, utilities, basic cable and a personal property insurance policy for personal belongings up to $20,000. (It is always a good idea to purchase additional renters insurance and liability coverage.)
Military families can apply for family housing by submitting an application package as soon as PCS orders to SUBASE New London are received. If vacancies exist, a limited number of military houses are also available on a ranked eligibility basis to active duty bachelors, DoD civilian employees, reservists, and retirees.

If you arrive at SUBASE and PPV housing is not available, the Housing Welcome Center can help you find temporary housing and you will be eligible for a “Courtesy Move”, which is a second move at no cost to you. You must remain on the waiting list to claim this entitlement, and you must have applied for housing and checked in with the Housing Welcome Center within 30 days of reporting aboard.
If you are applying on a walk in basis, bring all documents noted above, except the DD1746 “Application for Housing”. You will be able to fill that form out while speaking with a referral counselor. After your counseling session and depending where you fall on the waiting list, you will either be referred to the Balfour Beatty Communities Office or out into the community.
Once you are referred to Balfour Beatty Communities Office and are shown an available property, you must accept the unit. If you decline, your name is removed from the waiting list, your DD1746 is cancelled and you must reapply. You may reapply as early as the next day. Your control date will change to the date of your new application. A Referral Counselor will contact you for a second referral to Balfour Beatty when you are next on the waitlist and a home becomes available.
In addition to PPV, the Housing Welcome Center offers two other types of referral programs to help bachelors, military families, and DoD employees find homes in the local community. Other programs include:

• RENTAL PARTNERSHIP PROGRAM (RPP) - This program is designed to provide all active duty military personnel with affordable off-base housing. It is governed by a memorandum of understanding between the Landlord and Commander Naval Region Mid-Atlantic enabling military personnel to rent off-base housing at a reduced rate.
Application fees and credit check fees are waived under this program. However, the service members may be charged a security deposit, equal to one month’s rent. The landlord may deny renting to an RPP applicant based on prior negative rental references. Applicants will need to meet income requirements and agree to participate in the allotment system for rental payments. Landlords may make renter’s insurance and liability insurance mandatory for the military RPP applicant.

• COMMUNITY REFERRAL PROGRAM - Visit the Automated Housing Referral Network at http://www.ahrn.com to find housing before you pack! Sponsored by the DoD, AHRN listings include available community rentals, military housing, shared rentals, temporary lodging and military for sale by owner (FSBO) listings. In AHRN.com, you will find a variety of housing options to choose from. Listings include property descriptions, pictures, maps, links to local schools, and contact information. For additional information on this program please call the Housing Welcome Center and ask to speak to one of the Community Referral staff.
When renting in the local community you may be required to pay various types of deposits and/or fees, i.e. application fee, credit check fee, pet fee, security deposit, pet deposit, etc. Keep in mind....deposits are returned, fees are kept.
Landlords will generally require tenants to sign a lease for the rental property. We strongly recommend you bring your lease to the Housing Welcome Center or Base Legal for review prior to signing. This review will ensure you have an adequate military clause in the event you receive PCS orders before the term of the lease expires.
Renters insurance may or may not be a requirement within the terms of your community lease. Our office strongly suggests purchasing renters insurance with supplemental general liability even if it’s not required by your landlord. This insurance protects you against a potential financial burden in the event of an incident such as fire or flood.

Personal Property (Household Goods)

When moving, military families want to ensure their household goods are transported in a safe, timely manner to their new duty location. This is the responsibility of the Personal Property Office at both your current duty station and the Personal Property Office here.
As soon as you receive PCS orders, you are encouraged to contact the Personal Property Office at your current duty location to arrange for shipment of household goods to your next duty station. Once you have arranged for either temporary or permanent housing near Naval Submarine Base New London, you then need to contact the Personal Property Office to arrange for delivery of your household goods when you arrive. SUBASE New London’s Personal Property Office is committed to provide quality customer service and arrange every facet of your move so that it takes place as smoothly as possible. Whatever your moving needs, we are here to help you. We handle all moves for Navy, Coast Guard, Marine Corps, Army, Air Force and DoD Civilians in Southeastern Connecticut. When you receive Permanent Change of Station, retirement or separation orders, you can schedule your household goods move over the Internet on the SMART Web Move web site at: www.smartwebmove.navsup.navy.mil. This allows you to point-click-move 24 hours a day, seven days a week. This system provides you an application module, online counseling, and online entitlement information. When using the Internet, you will need to have available your official orders, dependent documents, and a power of attorney, if required.
For people who like face-to-face contact, the Personal Property Office provides friendly, trained staff to help you with your move. Just call the outbound/counseling staff at (860) 694-3591 or toll free 1-877-313-0682 or visit the Personal Property Office, located in Building 84/1 across from the Dealey Plaza to help arrange your move. The Personal Property Office’s hours are from 7:00 a.m. to 4 p.m. Monday through Friday. If you should have a special need, contact the Personal Property Transportation Officer to make other arrangements.
The things that you will need to bring to execute your move are:
• Only 1 copy of your PCS orders
• Power of Attorney or Notarized Letter of Authorization (if someone other than the service member is arranging the move)
• Our carriers/agents (moving companies) require at least five advance working days notice to accept a shipment. Please take this time frame into consideration when planning your move.
