As part of its congressional charter, the American Red Cross facilitates emergency communication between members of the armed forces and their families. The Carolina Lowcountry Chapter provides an around-the-clock, around-the-world network that allows service members to stay in touch with their families during births, deaths, and serious illness.
In some situations, emergency financial assistance may be provided to active duty members through the military aid society, referral or other social services. The Red Cross also provides information, referral and other social services. All emergency communication information is verified. Service members and families, requesting Red Cross service, will need to provide the following information to the military caseworker: Service member’s name, rank, SSN, branch of service and military unit as well as name and phone number of the physician and/or funeral home. Call the Carolina Lowcountry Chapter at 843-764-2323 and follow the voice prompts for assistance to military members and their families. Family members living outside the local area should call their local Red Cross to initiate emergency communication. Local Red Cross offices can be found on the web by typing www.redcross.org and providing in your zip code.
The American Red Cross also provides relief to victims of disasters and helps people prevent, prepare for, and respond to emergencies. We offer Health and Safety training--CPR and First Aid, water safety and baby sitting--to members in the community. The Carolina Lowcountry Chapter also provides disaster education, and training in International Humanitarian Law. Religious opportunities, including worship services, religious education and other special programs, are available for people of all faiths at the two base chapels—All Saints Chapel and Good Shepherd Chapel—as well as Reagan Center. All are located just off of Redbank Road on the main base.
Chaplains are also available to support the needs of all people, regardless of faith, at organizations located throughout the base. Command chaplains are available at both Naval Nuclear Power Training Command (574-8006); and at the Consolidated Brig (743-0306 Ext. 3066). Naval Weapon Station chaplains serve all other tenant commands on base and can be seen by appointment.

Catholic Programs
Baptisms – Parents preparing for the baptism of infants need to contact the Catholic Chaplain two months in advance to schedule baptism date and attend classes.
Confessions – The Sacrament of Reconciliation (confessions) are heard one half hour before masses and by appointment.
Catholic CCD Classes – Call the Chaplain’s Office to register your child for Confraternity of Christian Doctrine (CCD) classes. Classes are held Sundays after mass in the Reagan Center beginning at 9:45 a.m. during the school year.
Catholic Chapel Choir – Meets every Sunday at 1 p.m. in All Saints Chapel.
Marriage – Couples wishing to marry must contact the Catholic Chaplain at least six months before their planned ceremony and attend a formal training program.
Penance, Holy Communion, Confirmation – Classes are available for children through the Confraternity of Christian Doctrine (CCD) program, and classes are available for adults through the Rite of Christian Initiation of Adults (RCIA) program.
Rite of Christian Initiation of Adults (RCIA) – Unbaptized adults who are interested in learning about the Catholic faith

Protestant Programs
Baptism/Holy Communion – Persons desiring to celebrate baptism or first communion need to contact the Protestant Chaplain for instruction.
Bible Basics – Adults, children and youth are invited to share
in this ministry of bible lessons, games and crafts from 8:30 a.m.
to 9:30 a.m. Sunday at the Good Shepherd Chapel and
Reagan Center.
Protestant Chapel Choir – Meets every Thursday at 7 p.m. in the All Saints Chapel for praise and fellowship.

Civilian Employment
Naval Weapons Station Charleston employs thousands of civilians in a wide variety of occupations ranging all of the way from scientists and engineers to base support. Many work side-by-side with our military, staffing our restaurants, fixing our lights, maintaining our utilities, operating cranes, and policing our streets. They help arrange shipment of military freight throughout the world by sea and rail, maintain prototype nuclear trainers, and guard military prisoners. In fact, just about every type of job found in a small city can be found within the borders of the base.

The Human Resources Office provides a wide variety of personnel services to civil service employees assigned to Naval Weapons Station Charleston and is often the first stop for civilians seeking information and assistance on such things as employment opportunities, training programs, and life and health insurance. HRO is located in Building 302 where Redbank Road enters the base. New DoD employees assigned to Naval Weapons Station agencies should report in to the Human Resources Office at 8 a.m. on their first duty day to in-process. Many of the tenant Commands have their own Human Resources Offices where civilians should report for in-processing.
Job Information - Civil service employment opportunities with the Department of Navy − including positions at Naval Weapons Station Charleston − are posted on the Navy’s Web site at https://chart.donhr.navy.mil. Civilian Benefits - The federal government offers civilian employees a comprehensive package of life, health, and retirement benefits. While this package varies depending on an individual’s employment status, most civilian employees are eligible to obtain life and health insurance on a cost or shared cost basis. Most employees will also accrue annual leave (vacation days) at an initial rate of a half-day (four hours) per pay period. This increases to six hours per pay period after three years of service and to eight hours per pay period after 15 years of service. Employees also accrue sick leave at the rate of four hours per pay period. Incentive Awards - The objective of the Civilian Incentive Awards Program is to recognize and reward employees for high quality performance of duties, including the submission of cost saving ideas through the Beneficial Suggestion Program. Incentive awards can take many forms, including non-monetary honorary awards and letters of recognition. Monetary awards include one-time cash awards for high quality performance, and permanent increases in basic pay. The Beneficial Suggestion Program is open to all civilians who wish to make suggestions concerning ways to improve work processes or procedures. Beneficial suggestions which are adopted can lead to substantial cash awards depending on the value of the suggestion.
Workers’ Compensation - The Federal Employees’ Compensation Act (FECA) is administered by the Office of Workers’ Compensation Programs (OWCP) of the U.S. Department of Labor. It provides compensation benefits to civilian employees of the United States for disability due to personal injury sustained while in the performance of duty or to employment-related disease. Benefits cannot be paid if the injury or death is caused by the willful misconduct of the employee or by the employee’s intention to bring about his or her injury or death or that of another, or if intoxication (by alcohol or drugs) is the proximate cause of the injury or death. If you are injured at work, immediately notify your supervisor.
Civilian Employee Assistance Program (CEAP) - An employee assistance program is available for civilians who desire help with personal problems, including drug and alcohol abuse. This program is completely confidential and free of charge. Civilian employees may obtain the name and telephone number of the currently-contracted CEAP program by calling (800) 327-9757.
NAFI Personnel Office - The personnel office for Navy Personnel Command (NPC) Non-Appropriated Fund Instrumentalities, more commonly known as NAFI Personnel Office, provides personnel services to managers, supervisors, and employees of the Morale, Welfare, and Recreation Department and the Consolidated Bachelor Quarters. Hiring for all Naval Weapons Station recreation and leisure facilities and child-care is done through this office. The NAFI Personnel Office is located in Building 708. Commissary

Nearly 35,000 active duty, reserve, and retired military and their families are served by a thoroughly modern commissary, located at the corner of Redbank Road and Webster Avenue.
The commissary was built in 2000, with 36,643 square feet of sales floor, and carries over 18,000 assorted line items. The commissary prides itself on providing customers with the best selections in fresh fruits and vegetables, USDA-choice meats, dairy products, can goods, health and beauty care, beverages, cleaning supplies and varieties of special category line items such as Mexican, German, Oriental, Hispanic, and gourmet foods. The commissary also includes the following specialty departments: Deli, Bakery, Grab and Go and Sushi Bar. Special orders are available for your convenience for vegetables and fruit trays, fruit baskets, special cuts of meat, finger sandwiches, all American trays, cookie trays and breads.
On average, patrons can save over 30% by shopping at the commissary versus leading retail grocery stores. An average family of four can save over $2,700 annually. Every-day savings and extra savings come from voluntary price reductions, and
the use of coupons and bi-weekly promotional sales events at your commissary.
The commissary is open six days a week: Tuesday-Friday from 9:30 a.m. to 7 p.m.; Saturday from 9:30 a.m. to 6 p.m. and Sunday from 9:30 a.m. to 5 p.m.
Galley
A 5-star award-winning Galley serves approximately 3,000 meals daily and is located at the Naval Nuclear Power Training Center complex. The Galley also serves active duty and reserve members who work throughout the base.

Need help with a legal matter? The Regional Legal Service Office, Southeast Branch, provides prompt, courteous, and professional legal assistance to all eligible active duty and retired military members, their families, and reservists.
Call the Legal Assistance Office at (843) 764-7642 to schedule an appointment with an attorney. Legal assistance will not be given over the telephone. Office hours are 8 a.m. until 4:30 p.m. Monday-Thursday. Fridays are reserved for appointments and emergencies only. Legal assistance is also provided to reservists on drilling weekends.
Each appointment is 30 minutes long and you should arrive 10 minutes prior to your appointment time. Powers of attorney, notaries, and tax exempt forms are available on a walk-in basis.

In addition, the Charleston office provides tax preparation assistance for both federal and state returns and electronic filing of tax returns. On occasion, the requested legal assistance will be outside the scope of those services provided by the Navy. In such cases, referrals may be made to consumer complaint and protection agencies; “Pro Bono” legal groups and services; or lawyer referral services.
Legal assistance services cannot be used to prepare documents used in furtherance of any private business enterprise.

Sailors interested in off-duty education should visit the Naval Weapons Station Navy College Office (NWS NCO). Customer service hours are 8 a.m. to 3:45 p.m. Monday through Thursday and 9 a.m. to 3 p.m. on Friday. The NCO is located at the rear entrance to Building 909.
Navy College’s mission is to enable Sailors to obtain a college degree while on active duty. The NWS NCO is part of a worldwide network of Navy College Offices under the Navy College Program (NCP). Learn more about NCP at www.navycollege.navy.mil.
Counseling/Guidance - The Navy College Office provides individual academic counseling to help Sailors, their family members, and retirees achieve educational and career goals.
Testing - The Navy College Office provides free standardized testing for active duty Sailors. Sailors may earn college credits through the College Level Examination Program (CLEP), DANTES Subject Standardized Tests (DSST), and the Excelsior College Examination (ECE) credit-by-examination programs. Sailors may take the SAT and ACT college admissions exam through Navy College. A variety of professional and certification exams are available through the Navy College Office.
Tuition Assistance - Sailors may use Navy Tuition Assistance to help pay for the cost of college tuition. Contact the Navy College Office for detailed information or go to the NCP Web site.
Navy Partner Colleges/Distance Education - The Navy College Program has partnerships with colleges that offer degrees through distance education. Go to the NCP Web, or contact the Navy College Office for detailed information.
NCPACE - The Navy College Program for Afloat College Education (NCPACE) provides distance education to deployed Sailors and other eligible afloat units. College courses are provided to units using self-contained distance learning technology. Contact your command education services officer or Navy Weapons Station Navy College Office for more information.
USMAP - The United Services Military Apprenticeship Program (USMAP) is a military apprenticeship program that allows Sailors to complete their civilian apprenticeship requirements while they are on active duty. The U.S. Department of Labor provides the nationally recognized “Certificate of Completion” upon program completion. Register for the USMAP program at the NCP Web site or contact the Naval Weapons Station Navy College Office if you have questions.
College Courses on Naval Weapons Station – A number of colleges offer on-base courses. Students interested in taking college courses either on-base or in the local area should contact the Naval Weapon Station Navy College Office and speak with a counselor to determine which classes are offered to meet their needs. The counselor provides recommendations based on the Sailors’ desires, but the final decision rests with the Sailor.

National Test Center - The National Test Center is located on the Naval Weapons Station in Building 302, Suite 120. Individuals are afforded the opportunity to take Computer Based College Level Examination Program (CLEP) and Internet Based DANTES Subject Standardized Tests (DSST) examinations.
These examinations are free to all active duty military members. This is an Open National Test Center which allows veterans, spouses, civilians, government employees and college aged children the opportunity to take these college-level examinations at a moderate price. When a Sailor, Marine or their family member faces an emergency situation, the Navy Marine Corps Relief Society is the “First Resource, Not the Last Resort!”
Financial emergencies happen to all of us. It could be due to a death or illness in the family, a pay problem, vehicle repair, an unexpected medical or dental need or some other financial crisis. The Navy Marine Corps Relief Society provides financial, educational, and other assistance including budget counseling to active duty and retired members of the Navy and Marine Corps. This also includes eligible family members and survivors when
in need.
The Society’s office is located in Building 717 on Jefferson Avenue across from the Fleet and Family Support Center. Office hours are Monday through Friday from 8 a.m. to 4 p.m. Call 764-7662 to make an appointment for any services or to ask questions.
The society has a variety of services available:
• Financial assistance is available by appointment. Assistance for
emergency leave is provided at any time during office hours.
After hours call 764-7664 for instructions for 24/7 availability.
• Budget counseling is offered for those considering a major
purchase, experiencing financial problems, or if you want to
get a handle on the budget. Call for an appointment.
• A food locker is available during office hours for short term
emergency needs.
• A layette for a new baby, including a hand-knitted item,
is available for all pay grades when you attend the “Budget
for Baby” class that is held each month. Call the Society at

Volunteer to Help a Military Family in Need
If a young Sailor needs help to get home because his mother is critically ill, could you answer the call? Volunteers at the Navy Marine Corps Relief Society help Sailors, Marines and their families, both active and retired, to sort through a problem and find a solution. The Society’s work force consists primarily of volunteers who commit a few hours each week to help others.
Volunteers are needed in a wide variety of positions including case work, food locker, publicity, newsletters, layettes, and Budget for Baby class. If you have the desire to help fellow military service members and families and you want to make new friends…a worthwhile volunteer position is waiting for you. Volunteers are recognized with awards for hours served.
The society will provide all the necessary training for the position and will pay child care expenses while you volunteer for Navy Marine Corps Relief Society. Reimbursement is also available for gasoline expenses if you have a distance to drive. As a volunteer, you will provide a wonderful service to our military and have the opportunity to meet and work with a great group of volunteers and staff. Our Sailors and Marines need your help now. Manned by volunteers, the Retired Activities Office provides a direct liaison with the retired pay finance center for all of the armed forces. The staff is happy to talk to the active-duty and retired personnel on current and proposed legislation that may affect them now or in the future and to help with other benefits and entitlements. Why not try the base Thrift Shop, operated by the Navy Wives Club of America. A Veterans Affairs Representative is available (by appointment) on Thursdays from 8 a.m. until 3 p.m. to provide information and assistance on a wide variety of benefits for active duty personnel. These benefits include: VA educational programs and GI home loans. For those nearing discharge or retirement, the VA also offers counseling concerning disability compensation, vocational rehabilitation, insurance, medical and dental care, and survivor’s benefits. The Veterans Affairs Representative has an office at
the Fleet and Family Support Center. Call 764-7480 to schedule

Veterinary Services

Naval Weapons Station Charleston does not have veterinary services on base. However, military pet owners can have their dogs and cats treated at the Veterinary Treatment Facility at Charleston AFB. Their office is located behind Outdoor Recreation and is open from 8 a.m. to 4 p.m. Monday-Friday. Services include deworming, vaccinations, heartworm testing and preventatives, surgery, and microchip implants. They also carry pet products. Pet owners should call (843) 963-1738 for an appointment. Sick calls are held on clinic days by appointment only. For emergencies, call (843) 744-3372. The Veterinary staff does conduct vaccination clinics quarterly at the Naval Weapons Station. These clinics are publicized widely on base.
