COMMUNITY SUPORT PROGRAM
Housing
The Housing Division, comprised of the Combined Bachelor Quarters (CBQ), Hornet Gateway Inns & Suites (HGIS) and Family Housing, is located in Bldg. 800 and Bldg. 804. For information call 998-4609.
Effective October 1, 2007, Family Housing entered a partnership with Lincoln Military Housing under a Public/Private Venture (PPV) in Lemoore. Under the terms of this partnership, the government turned all family housing over to Lincoln Military Housing which is now responsible for managing on-base family housing to include providing 24-hour management for residents, maintenance and upkeep of the homes, and maintenance of the landscape. In addition, Lincoln Military Housing provides free monthly quality of life activities for base families. In return, the military members’ Basic Allowance for Housing is provided to Lincoln to cover all costs for rent and utilities.
There are 1,630 quality on-base homes available, surrounded by playgrounds, park areas, and sports and social amenities. Currently there is one Family Housing Community Center; however, two additional community centers with pools and a variety of social amenities are under construction and should be available by summer of 2010.
The Combined Bachelor Housing Complex consists of 19 permanent party buildings with a total of 1,395 rooms capable of housing 2,580 personnel. All rooms are 2 + 0 with phone and cable hookups available. All buildings have laundry rooms, lounges and BBQ facilities.
The Hornet Gateway Inns & Suites manages also four buildings with 159 rooms for temporary bachelor quarters. Full conference facilities are available in Bldg. 800 that can service up to 70 people. Food and beverage service for conference functions are available upon request.
As a result of an excellent staff and management, the Hornet Gateway Inns & Suites has achieved the Zumwalt 5 Star Accreditation in 2003, 2004, 2005, 2007 and 2009.
PPV Family Housing
Over 4,100 military families reside in the Lemoore area. Approximately 40% of these families are housed in PPV quarters. There are 1,630 on station homes located at NAS Lemoore. Of these homes, 1,436 are enlisted units and 194 are officer units. There are on average 200 - 250 families waiting for PPV quarters. Waiting times can be as little as 0-1 month, or as long as 8-12 months depending on rank and family size.
The Navy has joined both Lincoln Property Services, Inc. and Clark Construction to improve and expand housing for service members and their families.
Family Housing Check-In - Service members with eligible family members must check-in with the Housing Office located at 800 Bon Homme Richard Road, within 30 days of arrival. This does not obligate you to move into base housing. Based on your needs, requirements, and eligibility entitlements, you will be placed on the appropriate waitlist or assisted in locating off station housing.
There are six on-base family housing communities at NAS Lemoore. Home allocation is based on housing availability along with application date, grade, and size of family. Grade structure and community description follow. Additional information can be found on the Lincoln Military Housing web site at: www.lincolnmilitary.com.
Enlisted E1-E6 - Reagan Park consists of 40 two and three bedrooms units, designated for E1-E4, and located at the north end of the Reagan Park area. All are pet friendly units (2 pets max, any mix or breed) with large fenced yards.
Coral Sea, Constellation, Midway, Carl Vinson, Reagan, and Stone Parks all have single and two story duplex style units with 2 to 4 bedrooms, small fenced yards, and single attached garage. Some are ADA compliant units. All are pet friendly.
Enlisted E7-E9 - Stone Park: single and two story duplex style 3 and 4 bedroom units, small fenced yard, single attached garage, and some ADA compliant homes. All are pet friendly.
Officer - Reagan and Stone Parks have one and two story 3 and 4 bedroom homes with small fenced yards; some are ADA compliant units. Styles are a mix of single family detached with attached two-car garage and duplex with either single or double garages. All are pet friendly.
Exceptional Family Member Housing - Exceptional Family Members (EFM) in categories 4 and 5 are eligible for priority housing with control dates directly below the freeze zone (top 10% of any waitlist). Other EFM categories and situations are reviewed on a case-by-case basis. Five percent of each neighborhood is ADA compliant at Lemoore. Adjustments may be made as necessary.
Military families can apply for PPV housing as soon as PCS orders to NAS Lemoore are received by submitting an advance application package. Application packages for military families should include:
• DD 1746 “Application for Housing;”
• LES – Last 30 day leave and earning statement;
• PCS Orders;
• Page 2 (updated record of emergency data);
• Contact phone numbers;
• Other pertinent information such as Power of
Attorney or Exceptional Family Member status,
if applicable.
The application can be submitted by fax, e-mail or mail. Mailing address is: Navy Housing Referral Office, 800 Bon Homme Richard Ave., NAS Lemoore, CA 93246.
Single Service Member Housing
Service members checking into Bachelor Quarters must report to the Navy Gateway Inns and Suites located in Building 800. To check into a room, you will need to present a copy of your orders. The facility is open 24 hours a day, 7 days a week. If you wish to receive a room while in a Geographical Bachelor status, please call NAS Lemoore BH Complex Manager at 559-998-0597 prior to reporting. Arrangements will be made to accommodate your needs as long as room exists.
All single E-4 and below must reside in Bachelor Quarters. All E-5 and above are eligible to live in the local commuting area. To request BAH, you must run a special request chit through your command and the NAS Lemoore Commanding Officer.
All barracks are completely furnished and centrally located to the Galley and NEX Q-Mart. There are scheduled bus runs to Operations side of the base with centrally located bus stops. Laundry facilities are located on each floor of each barracks and free of charge. Smoking within buildings is not allowed. Centrally located smoking areas are designated at each barracks. No overnight guests are allowed within permanent party rooms. Designated visiting hours are posted on the quarter deck of each barracks. NAS Lemoore utilizes unit integrity berthing allocations.
Non-Government Housing
The Department of Defense relies on the local community to provide the majority of housing occupied by military personnel and their families. Since military family housing is only built when there is a shortage of suitable, affordable housing in the private sector, most military families live in off-base rental or privately-owned properties. In Lemoore, an average 60 percent of military families live in housing in the private sector; roughly half are renters and half prefer to become homeowners.
Housing Referral Services Office (HRS) - The HRS is your contact for any problems you may encounter such as discrimination complaints, tenant/landlord disputes, or any questions or problems about off-base housing. The HRS will provide you a list of rentals with corresponding locator maps and give you information regarding the communities in which the rentals are located. All renters should carry renters insurance against fire, theft and other damages. The property owner’s insurance will cover the property but not the renter’s personal property or liability for damage. Transfer insurance coverage after you arrive. Ask about the availability of a Rental Partnership Program if you are planning to rent.
Availability - While the average cost of housing in Lemoore is moderate, opportunities to purchase or rent are available throughout the county. The types of housing available are as varied as the communities within the county. Single-family homes, condos, townhouses and apartments are available throughout the private sector.
Deposits and Fees - Many realtors/landlords require an application fee to process your application. This fee offsets their expense for verifying your credit references, employment history, etc. If the application fee is $20 or less it does not have to be refunded if you do not take the rental. If the application fee exceeds $20 and you do not rent the unit, you may be entitled to a refund of any money in excess of $20. Refunds may take up to twenty days.
A landlord cannot demand a security deposit of more than an amount equal to two months rent for an apartment. In a month-to-month rental agreement, a clause which states that part or all of the security deposit will be forfeited if you move out before a specified period of time, (e.g. six months) is in violation of Section 1950.5 of the California Civil Code.
Pet Deposits - Many Kings County property managers prohibit pets; others will allow them with an additional deposit or non-refundable fee. The amount may vary according to the type, size, and number of pets. There may also be an additional monthly charge for allowing your pets.
Area Cost of Living - Lemoore has a relatively moderate cost of living with the price of rentals sometimes higher than the housing allowances. Most rental properties require a first and sometimes last month rental deposit with additional charges for pets. Pet ownership can severely limit your choices of rental housing. The average cost to rent can range from $700-$1500 per month depending on size and location.
The average monthly utility payments can range from $75-$300 for electricity and $30-$100 for natural gas. Many rental properties and houses are all electric. Some rentals include water, sewage, and garbage as part of the rental payment; however, some do not and the minimum service through the cities of Lemoore and Hanford could cost $65-$100 monthly.
It is a standard practice in this area for property managers to run a credit check on prospective tenants. The credit check will include previous rental history, background survey, and criminal record. Negative findings may limit your rental options and may make this process very difficult. If you are having credit issues, the Fleet and Family Support Center staff can help you start the lengthy repair process.
Rental Options - Naval Air Station Lemoore has properties for rent listed in the DoD Automated Housing Referral Network (AHRN). Applicants can search for current listings at www.AHRN.com which provides detailed information, pictures, maps, and our assurance that we have inspected the property and found the value to be reasonable for market value.
Purchase Options - The Fleet and Family Support Center offers Home Buying Seminars approximately six times per year to help educate future home buyers on the process. At these seminars, you will learn how much house you can afford to include overall cost and monthly payment, what mortgage brokers look for on your credit reports, how to look for and work with a real estate agent, what to expect at the closing, how to read a contract, and many more helpful home buying hints, tips, and the pitfalls to avoid. To find out when the next Home Buying Seminar will be held, call 559-998-4042.
The median cost of purchasing a house near NAS Lemoore starts at $221,000 with the typical 3 bedroom, 2.5 bathroom house costing $248,000. Our housing market has the same ups and downs that other areas experience. Because this is a military town, there are always new people arriving who desire to own their own home.
Mobile Homes
There are no mobile home parks onboard the installation but there are several community mobile home parks in Lemoore and Hanford. If you are bringing a home with you, many parks have available space for existing homes. However, please make arrangements before you arrive. The Housing Referral Services Office can provide you with a current listing of availabilities.

Veterinary Services
Bldg. 780 Franklin Ave.
Phone: 998-2753
Services include immunization, examinations and minor sick call. Emergency services are very limited due to available equipment and manpower. Vaccination/minor sick call appointments are scheduled once per week. Other services include basic lab diagnostics, microchipping, PCS health certificates (CONUS & OCONUS), heartworm test, FELV/FIV test, nail trimming, ear cleaning, and basic surgical procedures and dental prophylaxis. We do not do cosmetic surgery (i.e., tail docking, ear cropping/bandage change and declaw). Over the counter sales of flea/tick/heartworm prevention, shampoos and ear cleaners are also available. Law prohibits the filling of prescriptions from other vets.
Requirements for Pet Registration on Base - All cats and dogs residing on NAS Lemoore, including in the housing area, are required to be registered with the Veterinary Treatment Facility. This helps ensure that lost pets will be returned to owners and that pets receive a standard minimum of preventive medical care. Registration is free of charge; all you need to do is bring your pet and medical records with current vaccine information, to include a current rabies certificate.
In California, puppies must be at least four months old and kittens three months old, to receive a rabies vaccine. The first rabies vaccination is valid for one year. If given on time, the second vaccine is valid for three additional years. Laws very for other states so be sure to check with your veterinarian when you PCS.
Dogs are also required to have current booster vaccines to include the yearly distemper/parvovirus shots, and cats require a yearly distemper combination shot. Puppies and kittens should receive a series of 3 vaccines between 6 – 16 weeks of age. Call the Vet Clinic if you are uncertain about your pet’s vaccine history.
On base pet owners are authorized to use any veterinarian in the area as long as a record of current vaccines is provided for our records. All animals on base must be spayed or neutered and have a microchip. Both cats and dogs are not permitted to roam freely on base.
Microchip Identification - This is a tiny device, about the length of two grains of rice that is injected under the skin (just like a vaccination) over the animal’s shoulder. No incision or anesthetic is necessary, and the procedure takes just a few seconds. It is a permanent identification method used worldwide, by both civilian and military, to assist in returning lost pets to their families.

The daily average teen attendance is over 100, while more than 1,000 children participate in the Youth Sports Program. Child Development Center
Bldg. 965 Tel. 998-4918
The Child Development Center (CDC) is a state of the art child care facility. It offers full time care for children ages 6 weeks to 5 years of age. The CDC is an accredited NAEYC program, with staff that are highly trained and experienced in early childhood education, whose major goal is to promote your child’s growth and development in a nurturing environment through meaningful learning experiences. The curriculum is developmentally appropriate, keeping in mind the specific needs and interests of each individual child. Children are invited and encouraged to participate in individual and group activities designed to promote their social, emotional, intellectual and physical development. The CDC follows the USDA Child Care Food Program standards to ensure children get nutritious meals. Children are provided breakfast, lunch and an afternoon snack daily. Child care fees are determined by total family income and are based on a sliding scale.
The CDC has a capacity of approximately 238 children currently. A new CDC expansion project began in October 2009 that will enhance and expand the center’s capacity when opened in 2010 adding an additional 72 spaces for infants and pre-toddlers when completed. The demand for child care continues to grow, so it is recommended that all personnel requiring childcare services register their children on the wait list as soon as they receive orders to NAS Lemoore or as soon as the need has been identified (newborns).
