The Branch Medical Clinic supports the healthcare needs of the 20th Seabee Readiness Group including four Naval MobileConstruction Battalions, Construction Battalion Center, Naval Construction Training Center, and Stennis Space Center. Additionally, the Branch Medical Clinic provides Family Care to those family members of active duty, retirees and their family members, who are enrolled in TRICARE Prime with the Branch Medical Clinic (Gulfport Family Practice) as their Primary Care Manager (PCM).

Refill Information
Refill requests generally take two working days for processing. Please note that weekends and holidays are not workdays. Refills should not be requested at the pharmacy window. Even if you need your refill faster, please use the refill system with as much lead time as possible. Please call for a prescription refill when you have used approximately three-quarters of the supply you have on hand. Refills should be picked up within seven days from the date the prescription is ready. If it cannot be picked up during this time frame, please contact the pharmacy.

Physical Examinations:
Physical Exams is your readiness turnstile. Our process is speedy and meticulous. This is how the process works…the patient reports to physical exams department at 0730 on the day of scheduled appointment, after fasting (this means no food, drinking, smoking or dipping) for at least 12 hours. Lab work is drawn, dental exam is completed, vision tests and an audiogram are completed. Once all the paperwork is completed the patient is scheduled for another appointment within 5-7 days to see the medical officer for an examand finalizing of the paperwork. Upon completion of the patient’s physical, the medical record is repicviewed and filed completing the physical exam process.
Note: Medical Records are no longer handcarried by family members. Active duty members may handcarry their own medical records at time of transfer, separation, or retirement only.

Walk-in Services:
For efficiency, the clinic uses an appointment schedule. Walk-in patients with chronic or non-emergent conditions will be triaged by the assigned triage corpsman and will be seen immediately. Personnel treated at a civilian medical facility may incur financial liability. The medical officer will make an objective decision concerning the urgency of the condition after a standard assessment of the patient.

Emergency Ambulance Services:
No emergency services are provided by the Branch Medical Clinic but are provided by American Medical Response (AMR) by calling 871-2333 24 hours/day, 7 days/week through NCBC Fire Department. AMR will respond to all emergency calls on base to transport to the nearest medical facility.

Dental
The Branch Dental Clinic is co-located with the Naval Hospital Branch Medical Clinic in Building 295 on Marvin Shields Boulevard. The clinic is billeted for three general dentists, eight dental technicians and three civilians who provide routine dental care for active duty personnel and extremely limited, space available, care for other eligible beneficiaries. In addition, during their homeport periods, Naval Mobile Construction Battalion dental personnel augment the dental clinic staff.
The Branch Dental Clinic’s hours of operation are 6:30 a.m. to 3:00 p.m., Monday-Friday, and the phone number is 871-2605/2606. Sick call and recall visits are conducted by appointment and on a walk-in basis from 6:45 to 9:30 a.m., Monday-Friday. Examinations, cleanings and other required treatment are by appointment only. True emergencies are seen anytime. Patients requiring specialty care for advanced dental conditions are often referred to Keesler Air Force Base in Biloxi, MS.
To ensure that family members receive necessary and timely dental care, active duty service members are required to enroll them in the Family Member Dental Plan (FMDP). Enrollment forms are available at the Branch Dental Clinic. If you have questions regarding the FMDP, call United Concordia’s toll-free Customer Service Department Monday-Friday, 8:00 a.m. to 8:00 p.m. EST at 1-800-866-8499, or www.ucci.com. Commissary
The Defense Commissary Store is located across from the Navy Exchange. Commissaries are an integral part of the military’s pay and compensation package. The store provides a valuable financial benefit to their customers while enhancing the welfare of military personnel and their families. The Defense Commissary Agency is committed to become the military’s most valued benefit, and pledges to its patrons -- Quality First, People Always.

Chapel
picThe Seabee Memorial Chapel was dedicated on April 20, 1975, to the more than 350 Seabees who had given their lives in the service of their country. The building consists of an educational wing with four religious education classrooms, an administrative wing with offices for chaplains and Religious Program Specialists; a semicircular sanctuary; and a narthex (entrance) which opens into the
Fellowship Hall.
The semicircular sanctuary is covered by a masonry and concrete roof with concrete buttresses supporting the roof. These buttresses are all oriented to face the altar. There are eleven concrete columns that support the concrete beams, each of which weighs ten tons. Across the front of the sanctuary are ten precast panels the peak of which is forty feet high. The two center panels, weighing twenty tons each, were cast to hold the stained glass figure of Jesus Christ, which is behind the altar.
The Chapel’s wings enclose the Dobler Memorial Garden. In the center of the Garden is a Celtic cross formed by a four-foot stone walkway projected over a lily pool 19 feet in diameter. The Garden is
dedicated to Commander Leland R. Dobler, Commanding Officer of NMCB-133, who was killed in an ambush by unknown assailants during a construction detail site inspection in the Philippines on April 13, 1974.
May 28, 1978, marks the dedication of the memorial of battalion flags in the Chapel. This is a collection of the colors of the ten units of the Naval Construction Force that have been homeported in Gulfport. The battle streamers carried on the flags represent the citations earned in times of war and peace by the respective units.

Office of Staff Judge Advocate
As the command lawyer, the Staff Judge Advocate provides legal advice to the
Commanding Officer, Naval Construction Battalion Center/Commander, TWENTIETH Seabee Readiness Group and administers disciplinary
matters for CBC and 20thSRG. The SJA also provides counsel to the TWENTY SECOND Naval Construction Regiment. The SJA’s office is located in Building 1, CBC Headquarters, at telephone number 228-871-2626.

Naval Legal Service Office Central,
Branch Office Gulfport:

Defense attorneys are available to represent all military personnel in military justice matters as well as administrative discharge board proceedings. The NLSO Branch Office provides general legal assistance information to military personnel, their family members and retired military personnel concerning matters of federal and state, civil and criminal law. Legal advice is rendered by licensed attorneys and practical information is dispensed by qualified staff members.
The NLSO Branch Office is in Building 30. Call 228-871-2620 for an appointment to consult with an attorney. Paralegal service including assistance with powers of attorney, nonresident tax exemption forms, affidavits, and bills of sale are available from 0730 to 1630 Monday through Friday. Notary hours are 0730 to 1130 and 1245 to 1630. We are closed for lunch from 1130 to 1245.

Human Resource Office
The Human Resource Office is responsible for administering a comprehensive civilian personnel management. The office provides advice to officials, supervisors, and employees based on recognized practices and principles of good personnel and on applicable law, regulations and instructions.

The Human Resource Office services more than 700 civilian personnel. It is responsible for liaison with the U.S. Office of Personnel Management, the Navy Human Resource Operations Center and other agencies in personnel matters relating to the civilian work force.
The HRO provides advice on programs for staffing, recruitment, placement, reassignment, promotion, reduction-in-force, priority placement program, overseas program, PCS moves, classification, conduct, performance appraisal, awards, retirement, leave, worker’s compensation, employee development and labor relations, special emphasis, and discrimination complaints, grievances, appeals, and alternative dispute resolution.

Navy-Marine Corps Relief Society
The Navy-Marine Corps Relief Society is located in the Fleet and Family Support Center, Building 30, Suite 103. Hours of operation are 8:00 a.m.,to 3:00 p.m. Call 228-871-2610 (DSN 868-2610) for information or to schedule an appointment.
Assistance outside of normal working hours for emergency leave travel only may be requested by calling the American Red Cross Armed Forces Emergency Service Center at 1-877-272-7337.
NMCRS assistance is available to all active duty and retired members of the Navy and Marine Corps and their eligible family members. NMCRS can assist with an interest free loan or grant for needs such as:

• Funeral expenses
• Medical/dental bills (patient’s share)

• Help when disaster strikes
• Personal needs when pay is delayed

The Society’s Visiting Nurse is available to make home, clinic, or hospital visits for the purpose of:

Navy College Education Center
The Navy College Education Center, which includes the Navy College Office, Navy College Learning Center, a DANTES testing facility, and offices for Mississippi Gulf Coast Community College, the University of Southern Mississippi Gulf Park, Coastline Community College and Fort Hays State University, is located at 1800 Dong Xoai Avenue on the second deck of Building 60.

Navy College Office
The Navy College Office (NCO), a component of the Navy College Program (NCP), employs professionals who provide information and counsel customers on all matters relating to academic programs, including steps to degree completion, authorize tuition assistance to active duty Navy and Marine Corps personnel, and administer the on-base education program. NCO staff members located at NCBC not only provide services to NCBC customers, but also to customers attached to commands at Stennis Space Center, Keesler Air Force Base and various other military commands in the Gulfport area.
The NCO distributes a monthly calendar which includes dates and times of NCP/College Planning Workshops, Navy Tuition Assistance Workshops and test administration. If your command is not receiving monthly calendars by mail for publication and distribution, please contact the NCO to be added to the mailing list. The calendar, along with other pertinent information, can also be found on the Seabee Hive.

Navy College Learning Center
The Navy College Learning Center (NCLC), another component of the Navy College Program, is a self-paced, computer/facilitator-based center where active duty military, reservists, retirees and the adult family members of all can prepare for various tests, such as the GED, ASSET, ACT, SAT, ASVAB, CLEP and DANTES Subject Standardized Tests (DSSTs). The NCLC can also be utilized to review the fundamental principles of English, math and reading comprehension, and also offers a program to enhance life and work skills.

Coastline Community College/
Fort Hays State University

Coastline Community College and Fort Hays State University, both NCP Distance Learning Partner institutions and Servicemembers Opportunity Colleges – Navy (SOCNAV) institutions, have NCBC offices located in Room 239 of Building 60 with customer service hours on Wednesdays
and Thursdays from 0800-1500. The military outreach specialist for both schools can be contacted during customer service hours by phone at 871-2785 or anytime by electronic mail at: daviddrye@cableone.net.
Coastline Community College offers the associate degree in 19 military rating-related degree majors. Fort Hays State University offers the
bachelor degree in a 2+2 arrangement with Coastline Community College. A Master’s Degree in Liberal Studies is also available from Fort Hays State University. Both institutions offer distance-learning classes with degree completion possible by taking all classes on-line. Classes are open to everyone, including active duty military, military family members, military reservists, retirees and DOD Government employees.

Mississippi Gulf Coast
Community College

Mississippi Gulf Coast Community College (MGCCC) currently provides the on-base education program. MGCCC offers freshman and sophomore level college courses that lead to an associate degree. Classes are offered in accelerated terms (normally eight week sessions) and on weekends. Classes are open to active duty military, military family members, reservists, retirees, DOD Government employees and to the general public (on a space available basis).
MGCCC is a member of the Servicemembers Opportunity College – Navy (SOCNAV) and Servicemembers Opportunity College – Coast Guard (SOCCOAST).
MGCCC’s on-base office is located in Room 227 of Building 60. Customer service hours are Monday through Thursday from 0800-1600 (closed from 1100-1130 for lunch) and Friday from 0800-1130. The phone number is 865-0675. More information about MGCCC can be found on their Web Site at: www.mgccc.edu.

The University of Southern Mississippi Gulf Coast
The University of Southern Mississippi, also a member of the Servicemembers Opportunity College – Navy network, offers freshmen through graduate level classes at the Gulf Park campus in Long Beach and at Keesler Air Force Base. The Coordinator/Admissions Counselor at the USM Keesler Center visits the NCBC NCO twice monthly to provide information and counseling to students and potential students. Postal Facility
The CBC Military Postal Service Center and USPS Contract Postal Station are co-located in Building 393. The Military Postal Service Center provides mail directory service for all CBC and tenant military personnel checking in or out of the Center. All personnel arriving at CBC Gulfport are encouraged to check in with the Postal Service Center, mail received from last address will be forwarded to designated address. All official and personnal mail is picked up by mail orderlies during mail call. For outgoing personal mail, the USPS Contract Station provides complete financial services (except international money orders) to all personnel.
Personnel residing in married quarters on base receive mail via mail truck from the downtown Gulfport USPS station because it is a city route. Personnel who do not live in the barracks are encouraged to use their residential addresses rather than their official CBC duty station address to receive personal mail. All personal mail addressed to CBC is included with the volumes of official mail and must be sorted and processed for delivery, resulting in some possible delays in receipt. The Seabee Branch of Hancock Bank is conveniently located near the Navy Exchange Plaza. Fleet & Family Support Centerpic
The Fleet and Family Support Center is located in Building 30, and offers a wide range of people-support programs for active duty military, retirees,civilian employees and their families of CBC Gulfport. The Center offers help and support to these individuals by providing information and referral, crisis and short-term counseling, financial counseling, job information, resume preparation, workshops, classes, mobilization and demobilization briefs. The Center has hospitality kits that newly arriving members and their families can check out. The FFSC also provides welcome aboard packages, information on Family Support Groups and military installations around the world.

Safety
The Safety Department protects life and property, prevents accidents and mishaps, and reduces risks through training, inspection, and rapidemergency response. Areas of personal safety management include personal protective equipment, hazardous materials training, and ergonomics, to name a few. Environmental services include site remediation, pollution prevention, waste management, natural resources, and recycling. Highly trained fire prevention and suppression services are provided. The department remains in close contact with local, state, and federal regulatory agencies as well as suppliers and contractors to ensure rapid dissemination of emerging laws and technology. Retired Activities Office
The function of the Retired Activities Office (RAO) is to provide a valuable link between retiree and civilian and military communities. The RAO therefore serves retirees of all branches of military service. All information will be provided to retirees, their dependents and survivors of retirees, necessary to ensure these individuals receive their entitled rights, benefits and privileges.
The Director, RAO, is a volunteer from the retired community designated by the Commanding Officer, CBC Gulfport, Mississippi. The RAO:

• Maintains files on current/pending legislation affecting retirees and dependents.
• Provides assistance in obtaining official forms and information via the proper channels.
• Assists in questions concerning pay, health benefits, survivor benefits, decedent affairs, legal matters, social security, and etc.
• Annually sends out a newsletter to all military retirees in the designated 394, 395, 396 mailing area.

In all the above, the RAO maintains current phone numbers/names of individuals that can be relied upon to assist in any way to solve the retiree’s problem.

Public Affairs Office

Under Internal Information is the Seabee Courier, the commercial enterprise bi-weekly base newspaper. The Courier provides current information on Navy, base and tenant command programs, policy, services, and activities for the Construction Battalion Center’s active duty, reserve and retired military personnel, families, and civilian employees. Media Relations provides news about the Center and its military and civilian population to local, state, and national news media. All Center personnel must coordinate with the Public Affairs Office before dealing with media representatives concerning the release of information about the Naval Construction Battalion Center, the Seabees, or the Navy.
The Community Relations Program is responsible for a number of highly visible programs intended to build good communications between the Center and the community. These programs include a Speakers’ Bureau through which civic organizations, schools and clubs can request speakers. CEC/Seabee Historical Foundation
The CEC/Seabee Historical Foundation is a non-profit, charitable organization whose purpose is to ensure the proud heritage and rich history of the Civil Engineer Corps and the Seabees are properly documented, preserved, and maintained. In addition to major fund raising efforts to support the Seabee Museum, the Foundation maintains a database of over 77,000 names of former and retired Seabees and CEC officers to assist former shipmates in arranging reunions or locating missing Seabees.

The Child Development Center, located in Building 31, provides services for children aged 6 weeks through 5 years. It is staffed with well-trained, qualified Child Development Program Assistants who provide developamental programs for each age group. The Center participates in the USDA food program and furnishes a nutritious breakfast, lunch, and afternoon snack.
The Child Development Home Program provides services for children ages 6 weeks through 12 years old. MWR coordinates a rigorous training program to certify these providers who work out of their home. Not only does this environment offer more individual care, it also provides care at night andon weekends.

Intramural Sports Program
The intramural sports program offers a variety of leagues and tournaments throughout the year. Units/Commands receive points toward winning the Commander’s Cup and Captain’s Trophy presented annually. Individual and team awards are also presented.
The MWR Department provides qualified officials and quality equipment for participants to achieve excellence in their particular sport. Inquire at the Gymnasium Athletic Office, Bldg. 361. The telephone number is 871-2353.
