The mission of the Military Equal Opportunity Office is to enhance mission effectiveness by promoting an environment free from personal, social, or institutional barriers which can prevent Air Force personnel from rising to their highest responsibility possible.
There are two elements essential to maintaining the highest degree of mission readiness. They are the development and use of our personnel, and the presence of positive human relations and teamwork amongst them. The MEO office assists commanders, supervisors and subordinates to achieve these elements through the Human Relations Education program. The purpose of the human relations education program is to support mission readiness by ensuring all individuals are provided an equal opportunity to reach their highest level of potential and responsibility possible. The human relations education program fosters harmonious relations among Air Force people by promoting open communication, trust, respect and dignity for one another. Additionally, the importance of teamwork to unit cohesion and productivity is accentuated.
The vision of the 2d Bomb Wing Safety Office is: Mishap Free Mission and Lifestyle. The mission is: Safety professionals enhancing the wing’s global combat capabilities through mishap prevention both on-and off-duty.
Dedicated to exceeding the expectations of its customers, the 2d Comptroller Squadron is comprised of four segments: Command Staff Section, Financial Analysis/Accounting Liaison, Financial Services and Nonappropriated Fund Financial Analysis (NAFFA).
The Comptroller is the key financial advisor to the Wing Commander as well as the Barksdale AFB Credit Union and Banking Liaison Officer.
Financial Analysis/Accounting Liaison provides budget and cost analysis activities in support of wing financial management. They are the base focal point for the Report of Survey Program, and they process all commitment documents, review and certify invoice payments for the monthly Access on Line bills, review and certify all funding documents, including TDY orders, conduct follow-up on outstanding TDY orders, oversee the Government Purchase Card program and provide the “bridge” for Defense Finance and Accounting Service and the Base Resource Management community to execute and account for appropriated funds.
The Financial Services Flight is the focal point for Barksdale AFB, 8th Air Force, and associate units’ travel, military, civilian and retired pay services. Servicing over 40,000 active-duty, reserve, civilian and retired personnel, it is their goal to provide timely, accurate and professional financial guidance.
With responsibility for financial oversight of Non-Appropriated Fund activities, the NAFFA primarily assesses whether internal control systems are adequate, resources are safeguarded and managed economically and efficiently, and desired program results are achieved.
Together, these four comptroller segments provide full financial management advice and support for Barksdale and its people.
The 2d Bomb Wing Public Affairs Division fulfills a three-fold role in the mission of the wing. The creed of XP is: Preparing the Wing today for the challenges of tomorrow!
The 2d Operations Support Squadron “Posse” is the foundation of the 2d Bomb Wing’s combat capability. The squadron manages and integrates the actions of eight diverse flights – airfield operations, combat crew communications, current operations, aircrew training devices, weapons and tactics, weather, strategic plans and intelligence – and its members support the wing’s 12,500-hour, $101.6 million flying operation.
The 2d OSS supervises planning and training to ensure combat readiness for worldwide operations plans, exercises and deployment taskings. Their people provided the planning and execution expertise for every conflict involving B-52s since Operation Desert Storm. The squadron led the way to success in Operations Desert Fox, Desert Strike, Allied Force, Enduring Freedom and most recently in Operation Iraqi Freedom. The 2d OSS’s pivotal role in Operation Iraqi Freedom provided shock and awe on night one by helping to eliminate Baghdad’s fortifications and decimate Iraq’s most critical and highly defended targets. This destruction, along with close air support of coalition ground forces, ensured regime change and breathed democracy into the lives of the Iraqi people. Expert aviators, intelligence and support personnel have ensured the 2d Bomb Wing remains “Second to None!”
For the B-52 aviator, the 11th Bomb Squadron is where it all begins. The 11th Bomb Squadron is the U.S. Air Force’s B-52 Formal Training Unit. Air Combat Command’s most qualified flight instructors conduct academic, simulator and flight training for all initial qualification, re-qualification and instructor upgrades of B-52 aircrews. Unique to the Flying Training Unit, the squadron also supports worldwide war plans in support of national objectives.
The 20th Bomb Squadron “Buccaneers” hold the title as the oldest continuously operating bomb squadron in the Air Force and continue to play a pivotal role in world events. During Operation Allied Force, the 20th was the lead unit delivering decisive firepower and forcing Yugoslav forces to withdraw from Kosovo and allowing international peacekeepers to bring stability to the region. Since September 11, 2001, the “Bucs” have deployed four times to execute the global war on terrorism. The 20th made its first deployment within days of the attack on the United States, joined by the 93rd Bomb Squadron. They rapidly prepared for combat operations supporting Operation Enduring Freedom and have been delivering lethal payloads on Taliban and al Qaeda targets ever since.
Additionally, 20th crewmembers were among the first to deliver the Wind Corrected Munitions Dispenser during combat operations, and were the first to successfully strike vital targets with the AGM-142 missile. Within the first three months of Operation Enduring Freedom, the 20th Expeditionary Bomb Squadron delivered over 3,500 tons of weapons and flew over 400 sorties. The 20th’s pivotal role in Operation Iraqi Freedom provided shock and awe on night one, helping to eliminate Baghdad’s fortifications and decimate Iraq’s most critical and highly defended targets. This destruction, along with close air support of coalition ground forces, ensured regime change and breathed democracy into the lives of the Iraqi people. Finally, during its latest deployment, the squadron delivered 212,000 pounds of Joint Direct Attack Munitions on terrorist targets, supporting coalition ground forces and decimating enemy strongholds. Excellence has been the standard of the 20th Bomb Squadron since 1917, and it makes the “Buccaneers” truly “A Cut Above.”
The 96th Bomb Squadron “Red Devils” started their proud heritage as the first American aero squadron to drop bombs in combat on June 12, 1918. The squadron continued its list of firsts through Gen. Billy Mitchell’s naval bombing trials in 1920 and 1921 and the Army Air Corps’ long-range goodwill flights to South America. The 96th deployed with the 2d Bombardment Group to fly combat missions from the Mediterranean Theater in support of the 12th and 15th Air Forces in World War II. The 96th defended the United States during the Cold War, flying B-29s, B-50s and B-47s until 1963, when it was deactivated.
The Red Devils were reactivated in 1993 with the B-52H. The unit employs a vast array of weaponry, including Conventional Air Launched Cruise Missiles, known as CALCMs. In 1996 the 96th conducted Operation Desert Strike with CALCM launches against Iraq. These were the first B-52H combat sorties. In the winter of 2002 the 96th deployed to support Operation Enduring Freedom, flying more than 360 combat sorties with an outstanding 98 percent mission effectiveness rate. During Operation Anaconda, the nation’s longest ground operation since the Vietnam conflict, the squadron led the way in employing more than 2,100 weapons against entrenched terrorists. The 96th deployed again in the winter of 2003 and simultaneously supported Operation Enduring Freedom and Operation Iraqi Freedom. During Operation Iraqi Freedom the 96th led the largest CALCM strike in history shooting more than 140 missiles, while also integrating the Joint Direct Attack Munitions with CALCM on the same strike aircraft for the first time. The 96th’s pivotal role in Operation Iraqi Freedom provided shock and awe on night one by helping eliminate Baghdad’s fortifications and decimate Iraq’s most critical and highly defended targets. This destruction, along with close air support of coalition ground forces, ensured regime change and breathed democracy into the lives of the Iraqi people. Today the 96th Bomb Squadron continues its mission to “provide world-class B-52 aircraft and combat ready warriors to project devastating and sustainable airpower anytime, anywhere.”
The group includes the 2d Maintenance Operations Squadron, 2d Aircraft Maintenance Squadron, 2d Maintenance Squadron, 2d Munitions Squadron and 2d Support Squadron. The group supports the 2d Bomb Wing’s global combat capabilities by maintaining the B-52 and all of its associated munitions.
The 2d Maintenance Operations Squadron is directly responsible to the 2d Maintenance Group commander for the administration, analysis, training management and programs and resources necessary to support the group production effort. Along with Weapon Standardization and Quality Assurance, it is comprised of the following flights: Maintenance Training, Maintenance Operations and Programs and Resources. The planning, controlling, scheduling and executing responsibilities of the group are met through the actions of these functions. It conducts and evaluates training for all B-52 maintenance personnel and performs logistical support functions for maintenance, munitions, and supply.
The 2d Maintenance Squadron fields the highest quality maintainers, who in turn, produce the finest on and off-equipment maintenance to optimize the 2d Bomb Wing’s combat readiness.
