The BX is located at 455 Curtiss Road and open seven days a week. Operating hours are 9 a.m. to 7 p.m. Monday, 9 a.m. to 8 p.m. Tuesday through Saturday, and 10 a.m. to 6 p.m. on Sunday. Departments include clothing, shoes, linens, giftware, furniture, large appliances, sporting goods, ammunition and firearms, pet supplies, lawn & garden, stationary, electronics, jewelry, hardware, health & beauty aides, cosmetics and toys. To satisfy the hungriest shopper there is a large food court that offers Anthony’s Pizza, Charley’s Steakery, Robin Hood and a BBQ concession. Also included in the mall is a laundry, beauty shop, barber shop, optical shop, flower shop, and soon to come, a Starbuck’s.
The Military Clothing Sales Store has more than 3,000 square feet and offers a wide selection of uniform items. It is conveniently located near the dormitory area on Wilbur Wright Road. The MCSS is open from 10 to 5:30 p.m. Monday through Friday and 10 to 3:00 p.m. on Saturday. Clothing sales also provides uniform items to high-school JROTC units in the Ark-La-Tex area and visiting college Air Force ROTC detachments.
The Barksdale Commissary is located at 1265 Twining Drive, Bldg. 4765, near the Base Exchange. Hours of operation are as follows: Saturday and Sunday, 9:30 a.m. to 5 p.m. and Tuesday thru Friday, 9:30 a.m. to 7 p.m. Early Bird shopping is offered at 7 a.m. Tuesday through Friday. The commissary has 14 in lane registers and four self checkout lines, which are able to accept debit and credit cards, as well as checks. The commissary also accepts food stamps and WIC coupons from authorized patrons. There are approximately 18,500 line items in stock, plus a wide selection of fresh meat and produce. The new facility, which opened on Sept 25, 2007, now offers a sushi bar, a full service bakery and a larger, improved deli, which now sells hot rotisserie chicken. A Grab-n-Go Section, providing convenience items that may be consumed quickly, is located near the deli dept. The Commissary strives to offer exceptional service to our valued military affiliated patrons.
The Shoppette, Class Six and automotive center are all under one roof. The facility is open from 7 a.m. to 11 p.m. Monday through Friday and 8 a.m. to 11 p.m. on Saturday and Sunday. It carries hundreds of items including specialty items such as video rentals, keg beers and everything to make a party a hit. This facility has 16 pumps equipped with island credit readers for customer convenience. The service station bay offers services such as an oil change, tire change (including rotation and balancing) and wheel alignment to keep cars in tiptop shape.
Approximately ten miles from the main base is the Capehart Shoppette. This facility on the East Reservation provides service members and their families a mini-extension of the BX and the commissary, which includes video rental and gas.
Burger King is located at Bldg 4250, behind the base library and next to Chapel #2. Hours are 6 a.m. to 8 p.m. Monday through Friday, 9 a.m. to 6 p.m. on Saturday and 11 a.m. to 5 p.m. Sunday.
Several financial institutions in the local area serve Barksdale people. Bank One is located on base in Bldg. 5435 on the corner of Davis Avenue and Barksdale Blvd. Barksdale Federal Credit Union is located just outside the Bossier Gate.
Victims of sexual assault have two reporting options:
1. Restricted Reporting. Restricted reporting enables a victim to report a sexual assault to the SARC (456-7272) or a healthcare provider in order to receive medical care, counseling and assistance from a victim advocate. Restricted reporting only applies to active-duty military personnel and those National Guard and Reserve components actively serving in federal service. Restricted reporting protects a victim’s identifying personal information and does not trigger an official investigation of the sexual assault.
• Service members who desire restricted reporting may only report the assault to the SARC, VA or a HCP.
• Benefits
• You receive appropriate medical treatment, advocacy and counseling.
• Provides some personal space and time to consider your options and to begin the healing process.
• Empowers you to seek relevant information and support to make more informed decisions about participating in the criminal investigation.
• You control the release and management of your personal information.
• You decide whether and when to move forward with initiating an investigation.
• Limitations
• Your assailant remains unpunished and capable of assaulting other victims.
• You cannot receive a military protective order.
• You will continue to have contact with your assailant, if he/she is in your organization
• Evidence from the crime scene where the assault occurred will be lost, and the official investigation, should you switch to an unrestricted report, will likely encounter significant obstacles.
• You will not be able to discuss the assault with anyone, to include your friends, without imposing an obligation on them to report the crime. The only exceptions would be chaplains, designated healthcare providers, your assigned victim advocate, and the sexual assault response coordinator.
2. Unrestricted Reporting. Unrestricted reporting does not protect the victim’s identifying personal information. Upon notification of a reported sexual assault, the SARC will immediately assign a Victim Advocate (VA). With this report option a victim may use traditional reporting channels (e.g., chain of command, law enforcement) or make a report to the SARC or healthcare providers with a request that they notify law enforcement officials. Typically, unrestricted reporting will trigger a formal investigation.

The Child Development Center (CDC) is accredited by the National Association for the Education of Young Children and certified by the Department of Defense. The CDC offers an excellent childcare program for weekly care for working parents - both military and DoD civilians and hourly care on a space available basis, reservations required. Childcare services are provided Monday through Friday from 6:15 a.m. to 6 p.m. In addition, the Air Force Aid Society funds two Saturday “Give Parents A Break” programs each month. Referrals are required the Wednesday prior to the event.
The center, located on Kenney Avenue, has 15 fully equipped activity rooms and a large kitchen. All meals served are in compliance with U.S. Department of Agriculture nutrition guidelines. A large outside fenced area, divided according to age groups, with age-appropriate equipment and shaded canopies is available. Providing service for children ages six weeks to five years of age, the center includes an accredited Part Day Enrichment Program for 3- to 5-year-olds. The center separates children according to age. Parents must register their child and bring current immunization records prior to the first visit. For more information call 456-4139.
The Family Child Care program provides care for children ages six weeks to 12 years in a home environment. This program is available for parents wishing to have child care in a smaller setting. Family Child Care providers are limited to caring for no more than six children at any given time. Providers receive the same training as the caregivers working in the Child Development Center and are inspected monthly to ensure they are providing quality care for all children.
Extended Duty Care is available to parents that need additional child care beyond the normal duty day. This program is available 24 hours a day and must be requested through the FCC coordinator at 456-8912.
Parents who wish to care for children in their on-base home are required to become a family child care provider. Once a parent is approved as a provider, they receive supplies and equipment to assist in setting up their home for care. For more information on this program, call 456-8912.
The Youth Center is located at the corner of Kenney and Rickenbacker avenues. Youth Programs provides a safe and fun environment for youth ages five through 18 of active-duty military members and DoD family members at Barksdale. The Youth Center features a gymnasium, classrooms, teen and pre-teen rooms, a computer lab and a snack bar. Youth activities are provided for various age groups and include dance classes, martial arts, cheerleading, music, several instructional classes, recreational and educational field trips, teen and pre-teen dances, lock-ins, summer day camp, holiday day camps, before and after school programs, sports leagues and sports clinics.
Youth Programs is affiliated with the National Boys and Girls Club of America and the National 4-H organization. These affiliations expand our commitment to youth and teens through programs such as Job Ready, Career Launch, College Scholarships, Life Skills, Street Smart skills, Financial Management, Agriculture, Health and Fitness and more. Through the support of the Air Force Aid Society, students of active duty Air Force members may earn up to $1,000 for college through volunteer work.

Barksdale’s Airman and Family Readiness Center (A&FRC) provides programs and services designed to strengthen the ability of individuals and families to meet the demands of military life. Programs include:
Career Focus – Designed to assist family members with career planning, improving job search skills and identifying vocational interests. Career Focus services include information, classes, one-on-one assistance and job skills training to enhance employment opportunities.
Family Life Education – Family Life offers classes and enrichment services designed for personal and family growth in order to adapt and thrive in a military environment.
Family Readiness – This program provides all Air Force families with assistance and support before, during and after times of deployment/separation and during local or national emergencies/disasters. Preparedness is promoted through education, publications and participation in readiness support.
Personal Financial Management – This program offers information, education and personal financial counseling to help improve money management skills. The Personal Financial Management Program takes a proactive approach to debt management and involves base representatives, as well as local community resources in program development.
Relocation Assistance – The Relocation Assistance Program provides relocation knowledge and resources for military members, DoD civilians, and their families to accomplish successful and less stressful moves.
Transition Assistance Program - The Transition Assistance Program equips separating/retiring military members with the skills and knowledge for the next chapter of their career...reentry into the civilian workforce. Transition Assistance services provide the tools needed to conduct a successful self-directed job search. The program consists of a mandatory briefing, a variety of workshops, individual assistance and numerous other resources.
Volunteer Resource – By sharing our time and talents to help others, we can bring a sense of hope to our hearts, homes, military community, and ultimately our nation. The Volunteer Resource Program functions as Barksdale’s resource for base-wide volunteer activity. This program coordinates recruitment and recognition.
Discovery Resource Center – This facility offers 10 state-of-the-art computers to provide immediate hands-on assistance to any Airman, spouse or dependent entering the A&FRC. Also available are numerous self-help books, publications and reference materials on Employment, Family Life, Family Readiness, Personal Financial Management, Relocation Assistance and Transition Assistance. The A&FRC’s professional staff serves as a resource linking base military, civilians and their families to human services providers on base or in the local community. The A&FRC is located on the corner of Kenney Avenue and Curtis Road in Bldg. 4713 and is open Monday through Friday during normal duty hours. Programs are available to the entire Air Force community. Barksdale Family Services has proudly served Barksdale Airmen for over 50 years. This organization is operated by volunteers and funded by the Combined Federal Campaign. The Loan Locker and Airmen’s Attic are excellent examples of the dedicated efforts of this group.
Whether awaiting the arrival of household goods or planning for departure and goods are packed, the Loan Locker can make life easier. Stop by with a copy of orders and choose from items such as: futons, dishes, glasses, pots and pans, irons, coffee makers and small kitchen appliances. Items are loaned free of charge for up to 30 days. These items are also available for unexpected events or emergencies. This service is open to members of all ranks.
In addition to the Loan Locker, Family Services also maintains the Airmen’s Attic. Donations of clean, serviceable items are provided to E-4s and below and their families free of charge. Clothing for children and adults, small appliances, electronics, small household goods, cookware, toys and baby items are available. Eligible Airmen and their families are encouraged to visit the Airmen’s Attic often. New items arrive daily.
If interested in volunteering for the Family Services Program, come by or call. This organization provides an excellent opportunity to make new friends and support the Air Force community at Barksdale. Free child care is available.

The society is the official charity of the Air Force that is supported through donations. It provides assistance during family emergencies such as an illness, death and in some cases, car repairs. It also helps with basic living expenses: rent and utilities. In most cases the assistance is in the form of a no interest loan and applicants must complete an application to determine eligibility. In addition to the above, the society provides resources for educational programs. The most popular is the Hap Arnold Grant for college and vocational training. Vocational-technical loans are also available.
Community Enhancement and Special Programs such as Respite Care, Give Parents A Break, Child Care for PCS Moves and Bundles for Babies are also funded through Air Force Aid Society. The Base Service Center/Individual Equipment Element, more commonly referred to as BSC/IEE, is located at 460 Billy Mitchell Dr. The store is open Monday through Friday from 7:30 a.m. to 4:30 p.m. and on Reserve weekends Saturday from 7:30 a.m. to noon. The telephone number is 456-2936. The store is operated by the Louisiana Association for the Blind, and is affiliated with the National Industries for the Blind.
The BSC/IEE carries office supplies, office furniture, computer supplies, tools, janitorial and hardware items, along with all of the individual equipment issue. The store stocks all required products and commercial items. The store provides a web site for Barksdale personnel at www.labbsciee.com. Special orders are also accepted for customer convenience. All purchases require the IMPAC government credit card and must be for official government use only.
The American Red Cross services to Barksdale residents include emergency communications and related casework services concerning personal and family issues; volunteer opportunities; health and safety courses; separate volunteer and training opportunities for youth; and disaster preparedness and response support. Emergency communications assistance is available 24 hours a day, and volunteer leaders maintain regular office hours to help you become involved in the local community.

If you have a recommendation or quality improvement idea and wish to bring it to the attention of the wing commander, call 456-4000. You may also bring your concern to the wing commander’s attention via electronic mail by sending your message to actionline@barksdale.af.mil. Messages will be answered personally if name and numbers are given. If the callers wish to remain anonymous, they may do so. Messages are handled in the strictest confidence, and names will not be released to any outside agency or office. Action Line calls may be printed in the base newspaper. Due to limited space, calls that have base wide, rather than individual interest, are selected for publication.
The main U.S. post office is located at 50 Vandenberg Ave. Complete postal service is available to include express service. Dormitory residents can receive postal boxes at the postal service center located at 414 Curtis Avenue, in the heart of the dormitory area. Dormitory boxes are also located in individual dormitories for convenience. Building numbers are no longer used for addresses, so letters sent to Barksdale should have the correct street address.
The 2d Bomb Wing Staff Judge Advocate Office is located in Bldg. 3433 at 334 Davis Avenue West, 456-2561. The legal office provides legal assistance for active-duty members, Reserve/Guard members, retired military members and their families. The judge advocates are licensed attorneys who assist eligible individuals on personal civil legal matters. These matters include but are not limited to domestic relations, Service Members’ Civil Relief Act issues, landlord-tenant issues, personal finance issues, and tax assistance. The attorneys provide legal advice on a walk-in basis, Tuesday, Wednesday, and Fridays from 10:30 to 11:30 a.m. Wills are available by appointment on Monday from 1:30 to 3:30 p.m. and Thursday from 9 to 11 a.m. Wills and healthcare directives are prepared and notarized by appointment only on Mondays 1:30 to 3:30 p.m. and on Thursdays from 9 to 11 a.m. Powers of attorney and notary service are provided on a walk-in basis, Monday, Wednesday and Friday, 8 a.m. to 3:30 p.m., Tuesday and Thursday, 9 a.m. to 3:30 p.m. Powers of attorney are prepared and notarized while you wait. The legal office’s claims section helps people whose property has been damaged or lost during a government-paid move, in government quarters, or because of government action. For a government-paid move, the DD Form 1840R (pink form) is accepted on a walk-in basis, Monday through Friday, 9 to 11 a.m. Please make sure this form is turned in within 70 days from the date your shipment was delivered. If you have any further questions, please call 456-4868/5960. There is also a 24 hour service available through the Claim Service Center. The steps to file electronically: 1) For information required to file your claim, proceed to: http://legalassistance.law.af.mil/claims 2) Once you have the required documentation, begin the process from a government computer at https://claims.jag.af.mil If you don’t have access to a government computer, call the Claims Center at 1-877-754-1212. You’ll get a username and password good for 60 days to file from any computer.
The civilian personnel flight is located at 345 Davis Ave. West, Suite 223. Office hours are 7:30 a.m. to 4:30 p.m. Monday through Friday.
The flight manages civilian positions and resource programs, fills civilian jobs, trains and develops the workforce, manages performance-related programs, fosters labor and management relationships and promotes communication.
The CPF can be reached at 456-3709/3288. Many of the recruiting functions formerly accomplished locally are now performed centrally by the Air Force Personnel Center in San Antonio. Barksdale’s Resource Recovery and Recycling Program is located at the north end of the commissary parking lot.
The following items can be recycled: newspaper, corrugated boxes, plastics one and two, tin, aluminum and steel cans and paper bags. For more information about recycling, call 456-8590.
The facility is located on Rickenbacker Avenue in Bldg. 4125, and the telephone number is 456-4172. Some services available include vaccinations, heartworm testing, parasite testing, diagnosis and treatment of sick animals (within authorized limitations), and the sale of heartworm prevention and other pet supplies. Animals are seen by appointment only. Appointments are taken Mondays through Fridays starting at 9 a.m. by phone. All animals brought to the veterinary treatment facility must be on a leash or in a cage. For safety reasons, children under 12 years old are not permitted in the facility. There is a $2 user fee for all supplies and services. Payment must be made at the time of service.
