The Fort Knox Garrison supports the development and readiness of our Nation’s Warriors by providing quality service, maintaining and improving infrastructure, ensuring force protection, and enhancing the quality of life for the greater Fort Knox community.
DIRECTORATE OF EMERGENCY SERVICES
The Directorate of Emergency Services provides first class law enforcement, fire protection, physical security and access control operations for the Soldiers, families and civilians of Fort Knox through education, prevention and efficient emergency service response to support those who support our nation.
The Directorate consists of Fire Division, Law Enforcement Division, the 34th Military Police Detachment, HHC Garrison and the Personnel Control Facility. More information can be found on the DES website at www.knox.army.mil/garrison/des.
The Fire Division’s team is committed to providing exceptional fire protection to Fort Knox – the sixth largest community in Kentucky. It is responsible for providing fire and emergency protection for more than 109,069 acres including the Bullion Depository. The fire department averages more than 2,000 runs per year. The Fire Division also runs an emergency communications center that provides 24-hour E911 assistance and central dispatching of all post emergency services (police, fire, ambulance, and rescue).
The Law Enforcement Division’s mission is to “Assist, Protect and Defend.” The division is comprised of Soldiers and civilians who provide physical security, law enforcement patrolling, traffic accident investigations, police investigations, fish and wildlife enforcement, police records, Welcome Center, vehicle and weapons registration and civil liaison services.
The physical security section’s mission is to assist the installation in all aspects of physical security for military members and their families, federal employees, officials, and visitors. They accomplish this by deploying a highly trained and multi-disciplined guard force and physical security inspection team.
The 34th Military Police Detachment deploys military police assets throughout the world to conduct military police law and order operations, while simultaneously conducting law enforcement and community assistance to the Soldiers, families, and visitors of Fort Knox.
Headquarters and Headquarters Company, United States Army Garrison, Fort Knox, is comprised of 13 directorates and five sub-directorates. This great organization’s mission is to provide world class support to the Soldiers and civilians of the U.S. Army Accessions Command and Fort Knox community. The Company provides command and control, training management, health, welfare, and discipline for the Soldiers, their families, and the civilians assigned. The Personnel Control Facility (PCF) mission is supervising and coordinating the administrative processing and the expeditious disposition of personnel returned to military control from a deserter status, prisoners transferred from Europe, personnel confined by civil and military authorities and personnel awaiting appellate review of a punitive discharge. It is the sole PCF east of the Mississippi River and the larger of the two in the Army.
DIRECTORATE OF FAMILY & MWR
The Directorate of Family & Morale, Welfare and Recreation manages moral, welfare and recreation activities comprising a range of business, social, recreational, physical, and entertainment programs encompassing the Army’s commitment to improving quality of life.
DIRECTORATE OF HUMAN RESOURCES
The mission of the Directorate of Human Resources is to provide Fort Knox with human resource support for military personnel, continuing education, substance abuse prevention, administrative services and workforce development. It ensures the personnel readiness of assigned units, takes care of Soldier’s personal needs, and trains and develops the Garrison civilian workforce.
DIRECTORATE OF LOGISTICS
The Fort Knox Directorate of Logistics serves as the sole logistics activity in supporting the garrison commander on all logistics matters for base operations and supported customers, and activities within the AR 5-9 geographical area. As such, it is engaged in the performance of mobilization, deployment, reconstitution and contingency planning in support of Army Force Generation to ensure timely accomplishment of assigned missions to meet the training, sustainment, and survivability needs of the Army.
All areas of logistics are supported to include supply planning and operations, supply operations, ammunition supply, hazardous material, asset management, food service, laundry and dry cleaning, clothing initial issue point, central issue facility, transportation of personnel and equipment, fleet management, equipment and material maintenance; and serving as the command’s representative in all coordination and interaction for logistic related actions, services and contracts.
DIRECTORATE OF PLANS, TRAINING, MOBILIZATION AND SECURITY
The Directorate of Plans, Training, Mobilization and Security’s responsibilities include managing contingency and mobilization planning operations, scheduling resident and non-resident training, managing the range complex, training areas and range modernization; providing aviation support, providing training aids and audiovisual support, coordinating force integration activities, conducting installation level ceremonies and operating the Installation Operations Center.
DIRECTORATE OF PUBLIC WORKS
The Directorate of Public Works (DPW) administers all engineering activities for the installation, including environmental management, real property maintenance and management, housing management, and municipal services. Specific activities included within DPW are maintenance of real property facilities, either through contracts or in-house workforce; operation and maintenance of utility plants and distribution systems; engineering services; energy management; environmental management; fish and wildlife management; master planning; space utilization; housing services to include Residential Communities Initiative (RCI) and First Sergeants Barracks Program; and oversight of the installation major construction program (MCA).
EQUAL EMPLOYMENT OPPORTUNITY OFFICE
The Equal Employment Opportunity Office administers the discrimination complaint process for Department of the Army civilian employees at Fort Knox, along with the Affirmative Employment Program Plan, Disability Program, Special Emphasis Program Committees, and is responsible for educating the work force in all aspects of EEO.
INTERNAL REVIEW AND AUDIT COMPLANCE OFFICE
The Internal Review and Audit Compliance Office provides Fort Knox commanders and senior leaders with an in-house, independent, timely, and professional evaluation team which results in cost savings, cost avoidance and establishment and strengthening of internal controls. It evaluates whether the Command’s information is reliable; resources have been safeguarded; funds have been expended consistent with laws, regulations, and policies; resources have been managed economically and efficiently; and desired program performance has been achieved.
An annual audit plan is developed and approved by the commanding general based on request from management and risk assessments. Some of the services provided are full scope audits, quick response reviews, and consulting and advisory services. This office also provides audit liaison with all external audit agencies conducting reviews at Fort Knox.
A full scope audit is a comprehensive evaluation of a program’s effectiveness, efficiency, financial position, or results. It is also appropriate in special situations, such as suspected illegal (fraud) or unethical practices. A quick response review is a limited scope review, which focuses on known or suspected problems. Consulting and advisory services are provided to meet the commander’s or other customer’s needs and employ the auditor’s technical skills, education, observations, and experiences. Examples of consulting and advisory services include evaluating management alternatives, fact finding, and developing methods and approaches to be applied in evaluating a new program.
PLANS, ANALYSIS AND INTEGRATION OFFICE
The Plans, Analysis and Integration Office (PAIO) is responsible for gathering, integrating, synthesizing and analyzing data for use at the installation and throughout the Army, tracking the implementation of policies and overseeing action plans. Some of the various programs under PAIO include the Army Stationing and Base Realignment, Installation Status Reports, Performance Measurement, Army Communities of Excellence program, Army Suggestion Program, Customer Management Services, Lean Six Sigma, and organizational assessments.
RESOURCE MANAGEMENT OFFICE
The Resource Management Office is comprised of two sections; Manpower & Agreements Division and Budget Division.
The Manpower and Agreement Division maintains inter-service support agreements (ISSAs), memorandums of agreement/memorandums of understanding (MOA/MOU), and internal compliance program/management control program within garrison. This section also updates our table of distribution and allowances for manpower and equipment for the garrison.
Annual Installation Management Command budget guidance is published each fall by the Budget Division. Detailed budget guidance is sent to garrison leadership upon receipt. In accordance with IMCOM guidance, funding supports: sustaining the war and all-volunteer force, synchronizing Global Positioning and Restationing (GPR), Base Realignment and Closure (BRAC), and stationing of modular forces, and adapting programs and services to support an expeditionary Army and the future Army community.
SAFETY OFFICE
The Installation Safety Office manages the safety and occupational health programs for the installation and the command to minimize accidental loss of military and civilian resources. It fosters the integration of safety and occupational health programs and activities into all Army operations to minimize risk to people, equipment, facilities and the environment.
