The Zumwalt-award-winning Combined Bachelor Quarters (CBQ) provides high quality of living for single Sailors assigned to Naval Station Ingleside and its tenant commands. Opened in October 1991, the CBQ has 634 rooms in its inventory, berthing one person per room. Two rooms share a common bath, in Phases I and II of the barracks. In Phases III and IV, Sailors also share a kitchenette.
The Billeting Office, located in Bldg. 130, is open 24 hours a day, seven days a week. Courteous front desk personnel are happy to assist with any questions about the Station, the city of Ingleside, and the surrounding communities. The phone number is (361) 776-4420. The answers to family housing-related questions can be found at Naval Station Ingleside’s Housing Referral Office at (361) 776-4562. The trained staff can provide Sailors with information about Public-Private Venture (PPV), Rental Partnership Program (RPP), and community housing tailored to individual needs. In addition, staff can review leases, provide lists of local realtors/property managers, apprise newcomers of Texas statutes, rules and regulations that affect tenants and landlords, and discuss local services available to the military. New arrivals and personnel living in the community are encouraged to drop by the Housing Referral Office located in the East Wing of Naval Station Ingleside’s Headquarters Building.
The Housing staff will assist you in locating suitable and affordable housing. Utility deposits may be charged for electric, water, refuse collection, and gas. Bring a copy of your last utility bill because some local utility companies will waive the deposit fee with this documentation. Naval Station Ingleside was one of the first PPV sites selected for the Navy’s PPV Partnerships. Bridge Pointe Landing (BPL) consists of 302 units and is located at 1090 Lang Road, Portland, Texas 78374, which is approximately 20 minutes from Naval Station Ingleside.
The complex consists of two-bedroom apartments and three- and four-bedroom townhouses ranging from 1,030 gross square feet (GSF) for the two-bedrooms, 1,207 SF for the three-bedrooms and 1,355 GSF for the four-bedrooms. There are 50 two-bedrooms, 200 three-bedrooms and 52 four-bedrooms. On-site features include a leasing office, business center, fitness center social activity room, swimming pool, cold spa, three basketball facilities, six play lots, 10 tot lots, four large picnic areas, covered parking, 10 bus shelters and three clothes care facilities. Unit amenities include ceramic tile entries, microwave ovens, dishwashers, garbage disposals, washer and dryer connections, full size frost-free refrigerators with ice maker; walk-in closets, patios/balconies, mini-blinds, outside storage areas, updated floor plans and other features of contemporary quality housing at affordable prices. Pets are allowed with certain restrictions and deposits.
The referral lists are maintained by the Housing Referral Office. The day-to-day management, maintenance and operations of the complex are the responsibility of Property Management/Owner Manager. Residents are encouraged to contact the manager when they encounter any concerns or issues regarding their occupancy at Bridge Pointe Landing. Maintenance work requests are submitted by the resident to the management office.
In September 2004, Ingleside opened a second PPV property — Windy Shores (WS), which is located at 2001 McMullen, Aransas Pass, Texas 78336. Driving time from Windy Shores to Naval Station Ingleside is approximately 10 minutes.
Windy Shores offers two, three and four bedroom townhouses, which range in size from 1,488 square feet to 1,798 square feet. There are 42 2-bedroom with 1,488 square feet (SF), 46 3-bedroom with 1,488 or 1,674 SF, and 67 4-bedroom (1,674 or 1,798) SF units for a total of 155 units. On site features include a leasing office, community center, swimming pool, wading pool, business center, tennis courts, horseshoe pits, basketball courts, sand volleyball, hike & bike trails, fitness center, playgrounds, tot lots, BBQ grills, covered pavilion, and professional maintenance. Unit amenities include carpeting, dishwashers, single car garage, back patios with fenced in yards and updated floor plans. Pets are permitted with certain restrictions and fees/deposits.
Referral lists for military personnel are maintained by the Housing Referral Office. The day-to-day management, maintenance and operations of the complex are the responsibility of the Property Management/Owner Manager. Should residents encounter any maintenance problems or concerns in general they may contact the management office at Windy Shores. Work order requests are submitted by the resident to the management office.
The Housing Referral Office maintains a referral list of military personnel wanting to live in PPV housing. Active-duty military with families have top priority. If PPV housing cannot be filled by active-duty families, other categories of personnel, including military bachelors, will be eligible.
Applications for housing consist of: (1) DD1746 Application for Assignment to Housing (completed and signed by the active-duty member; (2) copy of the active-duty member’s Original orders; and (3) Certification of Dependents (examples of dependent certification documents include NAVPERS 1070/603 Record of Emergency Data/Dependency Application (Page 2); a NAVCOMPT 3072 Dependency Action Status; or a DD1172 Application for Uniformed Services Identification Card (DEERS Enrollment).
Applications for housing may be made at any time after receipt of PCS orders and up to 30 days after reporting to new permanent duty station. Control date will normally be date of detachment from last PCS. Applicants must confirm their application by contacting the Housing Referral Office on their detaching date or no later than 30 days after reporting to new Permanent Duty Station.

Apartment complexes that participate in this program offer incentives, including reduced rents and waived security deposits, to military personnel who have been referred by our Navy Housing Office. In return for these incentives, the member must meet qualification criteria established by the Navy and pay rent by allotment.
It’s imperative that personnel make contact with the Personal Property Office regarding the shipping status of their household goods or POV shipments. The Personal Property Office, co-located in the East Wing of Building 100 with the Ingleside Housing Referral Office, is equipped to track the status of shipments and arrange for their delivery in order to alleviate possible delays or costly government storage of household goods.
